Surfing earplugs are different from swimming earplugs in two ways. First, and most importantly, surfing ear plugs are made so that you can clearly hear what is going on around you, and second, surfing earplugs are made to prevent water and wind from entering the ear.
When you are swimming for exercise, you generally cannot hear what is going on anyway, because of all the splashing noise you make, so most swimming ear plugs block both sound and water, which is simple and easy.
